In February 2025, BPA paused certain of its transmission planning processes, including processing of Transmission Service Requests (TSR) and Forecasted Transmission Service Requests (FTSR) with de minimis impacts, and the collection of processing fees and deposits due at the time the TSR is submitted. BPA is providing notice that it is preparing to resume processing of TSRs, FTSRs and redirect requests with de minimis impacts. BPA will follow the current requirements set forth in the Transmission Service Request (TSR) Evaluation Business Practice when it resumes processing of TSRs and FTSRs with de minimis impacts. BPA has started identifying de minimis TSRs and FTSRs in the existing queue and will perform additional analysis and validation to determine which requests can be granted using existing processes and requirements. The processing of potential offers of service is expected to begin on July 1, 2026.

BPA will also resume collection of processing fees and deposits for TSRs submitted after September 6, 2024. Requests for payments, if applicable, are expected to be sent beginning June 1, 2026, and affected customers will be contacted directly by their Transmission Account Executive.
