Holcomb-Naselle 115-kV Transmission Line Rebuild (DOE/EA-2091)

PROJECT DESCRIPTION

Bonneville Power Administration (BPA) has decided to proceed with the Holcomb-Naselle Transmission Line Rebuild Project. This project involves rebuilding the 21 mile-long Holcomb-Naselle 115-kilovolt transmission line located in Pacific and Wahkiakum counties, Washington. BPA will replace many of the wood pole structures, replace conductor and hardware, install fiber optic cable, and improve the existing access road system that allows BPA access to the Holcomb-Naselle transmission line.

ENVIRONMENTAL REVIEW

To understand the potential environmental impacts of this proposal, BPA prepared an environmental assessment (EA) that discussed the project, including rebuilding the line and a no-action alternative in which the line is not rebuilt and current maintenance practices continue. The EA also described anticipated impacts to natural and human resources and includes mitigation measures that would help avoid or minimize potential impacts.

The schedule for the environmental review was as follows:
Scoping comment period          February 20, 2018 to March 26, 2018
Draft EA Comment period  August 7, 2019 to August 22, 2019
Final Environmental analysis          March 2020
Finding of No Significant Impact (if warranted)  March 2020
If decision to build, construction start  Spring 2020

CURRENT STATUS

BPA released its final EA and Finding of No Significant Impact (FONSI). The FONSI includes a Mitigation Action Plan to help avoid or minimize potential impacts.
